The next steps in this process involves reviewing the current Water and Wastewater Rate Structure. Through the rate structure the County of Brant aims to ensure rates are fair, financially sustainable, support water conservation, and meet the goals and objectives of the County's 2024 Water and Wastewater Long-range Financial Plan.

Proposed rate structure

A BMA (consulting firm) presentation to the County of Brant Administration and Operations Committee on April 15, 2025 reviews the proposed water and wastewater rate structure from 2025 through 2028.

The County is recommending a rate structure that includes:

  • Fixed - recovering infrastructure maintenance
  • Consumption - reflecting actual water usage
Water conservation
  • Seasonal rate for summer months
  • Lower the water fixed allocation
  • Inclining consumption rates
Residential affordability
  • Reduce the water fixed allocation, which benefits the low volume consumers
Economic development
  • Lower rate for high-volume users (commercial/industrial users over 100 cubic meters per month)
Revenue sustainability
  • Employed full cost of service (as outlined in the long-range financial plan)


What this means for you

These changes mean a lower monthly fixed rate and more control over your water bill.

For the average residential household (with a consumption of 180 cubic meters per year), the proposed water and wastewater rates for 2025 will be an increase of 4.8% which amounts to an increase of $6 per month on your water and wastewater bill.

For the average commercial consumer (with a consumption of 10,000 cubic meters per year), the proposed water and wastewater rates for 2025 will be an increase of 8.1% which amounts to an increase of $274 per month on your water and wastewater bill.

    Thank you to everyone who shared their thoughts on the County of Brant’s proposed water and wastewater rate structure. From April 25 to May 9, we heard from 34 residents through an online and print survey, by phone, and at our in-person open house in Paris.

    Here’s a quick summary of what we heard:

    • Keeping costs fair and manageable – Many residents are concerned about rising costs and the impact on families, seniors, and those with fixed incomes.
    • Paying for what you use – Most people support a system where they can lower their bill by using less water.
    • Investing wisely – There is strong support for investing in reliable water infrastructure, but people want more transparency around how funds are used.
    • Encouraging conservation – Many residents support rates that promote water-saving habits.
    • Greater fairness – Some suggested that large or commercial users should pay more than low-volume residential users.

    This feedback helped ensure the County’s rate structure that is fair, environmentally and financially sustainable, and responsive to the needs of our growing community.

    Approved by Council in May, rates will be in effect July 1, 2025. You can view the updated rates on our website and information will be included in your June utility bill from GrandBridge Energy.

    The County of Brant intends to pass a Fees and Charges By-law Amendment with regards to Water and Wastewater Rates to be effective as of July 1, 2025. In accordance with the Municipal Act, 2001 and Ontario Regulation 453/07, a statutory public meeting has been scheduled as follows:

    The 2025 Water and Wastewater Rate Study is being presented to the Administration and Operations Committee on Tuesday, May 20, 2025. Share your comments or ask questions about the Water and Wastewater Rate Study on this page.

    Meetings are open to the public and can also be viewed on the County of Brant YouTube Channel at brant.ca/Live.

    Anyone interested in providing comments on this matter may also do so by emailing correspondence to the Clerk at clerks@brant.ca or by requesting to appear as a delegation at brant.ca/Delegations. Anyone in attendance at the meeting will have an opportunity to make representation with respect to this matter.

    Correspondence may also be sent directly to the County office c/o the County Clerk by mail or drop off, however any delay or disruption in mail service may prevent correspondence from being included as part of Council’s consideration.
