The fixed charge applies even if you have not used any water. The fixed costs include meter reading, billing, customer service, repair, and maintenance costs.

Volumetric charges are based on water consumption, measured by the water meter. The cost of water used is based on a charge per cubic meter (m³).

A hump-back rate structure is a rate structure that changes with consumption. This approach encourages water conservation by increasing the volumetric rate between 15-100 cubic meters per month, but also promotes economic development by reducing the rate back down for consumers greater than 100 cubic meters per month (typically seen with industrial and commercial facilities).

To encourage residential consumers to use water wisely, especially during the summer months, a special rate is applied to consumption by residential consumers using more than 45 cubic meters per month from May 1 to August 31 each year.
