The County of Brant is developing a Comprehensive Land Use Strategy to create a Premier Employment Hub in Cainsville. Located in close proximity to Highway 403, the settlement area of Cainsville contains some of the County’s largest employment lands, which consist of industrial uses and supportive commercial uses. The strategy will guide future growth and investment in Cainsville to attract new business opportunities while supporting the area’s long-term vitality and sustainability.

The County of Brant is developing a Comprehensive Land Use Strategy to create a Premier Employment Hub in Cainsville. Located in close proximity to Highway 403, the settlement area of Cainsville contains some of the County’s largest employment lands, which consist of industrial uses and supportive commercial uses. The strategy will guide future growth and investment in Cainsville to attract new business opportunities while supporting the area’s long-term vitality and sustainability.

We will be seeking input from property owners, businesses, and the broader public to help inform the land use concept for this area in a number of ways from now until the end of September 2025. Your feedback will directly shape how we plan for development, infrastructure, and public amenities in the years ahead.

Cainsville’s location offers significant advantages for employment development. Through this project, we aim to create a clear vision for the area that not only supports economic growth but also prioritizes quality of life for residents and workers by integrating trails, greenspaces, and transportation options.

Goals

The Cainsville Premier Employment Hub Land Use Strategy will:

  • Establish land use and zoning provisions to guide the development of a high-quality employment hub primarily consisting of industrial uses that are supported by commercial businesses.
  • Design a multimodal transportation network, including trails and potential transit services, to improve access and connectivity.
  • Incorporate green infrastructure, including stormwater management and trail systems, to create a sustainable and attractive environment.
  • Utilize high-quality urban design principles to create a visually cohesive, easy-to-navigate, and modern industrial and commercial area.
  • Phase development in line with municipal servicing plans to ensure efficient service delivery and responsible infrastructure investments.

Why This Matters

This strategy is more than a land use plan, it’s a roadmap for the future of Cainsville. It will influence:

  • Where and how new jobs are created
  • How traffic flows and people move in the area
  • Where greenspaces and trails are located
  • What kind of employment uses, including industrial and supportive commercial, are encouraged
  • How infrastructure is prioritized and delivered

    Thank you for your question. 

    The Natural Heritage System will remain primarily as mapped in the Official Plan. Minor refinements will be proposed to woodlands based on site visits, whereby vegetated areas that are not considered a woodland are anticipated to be removed from the Natural Heritage System mapping. Policies pertaining to the Natural Heritage System in the Official Plan will apply County wide including within Cainsville. For the most part, development in the Natural Heritage System is limited to conservation and legally existing uses. More information on existing Official Plan policies is available at https://www.brant.ca/en/planning-and-Development/official-plan.aspx, with Part 5 Section 2.10 pertaining to the Natural Heritage System. In addition to the Official Plan, the County has a Good Forestry Practices By-Law, which regulates trees in woodlands that are 0.2 hectares or greater.     Thank you for your question. All lands subject to the Cainsville Premier Employment Hub Comprehensive Land Use Strategy are within the settlement area of Cainsville, which is designated in the Official Plan for uses such as employment and residential. Most of the lands including that south of the CN Rail has been designated for industrial growth since at least 1980. No additional agricultural lands are being added to the settlement area for employment purposes. One of the primary purposes of this study is to refine the types of employment uses that should be permitted once full municipal services are provided.

     With respect to Fairchild Creek, the County is conducting a Municipal Servicing Plan, part of which will focus on improving water quality and quantity to Fairchild Creek through municipal led  stormwater management  projects. Examples include upgrading existing natural ponds and swales, creating new stormwater management pond in development areas, reducing high runoff to the Creek, and improving erosion. In addition, development will be required to provide at least a 30-metre setback from any watercourses and wetlands. Development proposed within 120 metre of the creek may be required to complete an Environmental Impact Study to assess impacts.

    Thank you for your comment and for sharing your concern. We’re sorry to hear that you only recently became aware of the Cainsville Premier Employment Hub project and the engagement opportunities offered. We do our best to reach as many people as possible, and we understand how frustrating it can feel to miss an opportunity to participate in something that interests you.

    To help ensure broad community awareness, we shared information about the project and engagement opportunities through a variety of channels:

    • A direct mail flyer was delivered to area households in May 2025 when the project launched.
    • Email notifications were sent to Engage Brant subscribers as well as County of Brant news subscribers.
    • Multiple social media posts were shared across the County’s official Facebook and Instagram accounts throughout the summer.
    • The Engage Brant project page is updated with project milestones, including the survey and workshop details.

     

    While our outreach focused on County of Brant residents closest to the employment lands, we recognize that Brantford residents may also have an interest in this project.
