The County of Brant is planning road reconstruction work in the East Flats neighbourhood in Paris. This multi-year project will take place in 2 phases and will replace aging underground infrastructure and improve local roads.

The work will help ensure safe, reliable water service, improve stormwater management, and extend the life of the road network in this residential area.

Phase 1

Construction timeline: Spring 2026 into late 2026

Phase 1 will include the full reconstruction of local residential streets on the east side of the Grand River (known as “The Flats”). It is important to note that no arterial roads, such as Willow Street, are included in this phase.

Work will include:Streets include:
  • Replacing aging and undersized watermains
  • Upgrading storm sewers to improve drainage
  • Rebuilding roads and sidewalks, and improving overall road conditions

  • Joseph Brant Street
  • Smith Street
  • Nimmo Street
  • Portland Street
  • Mick Jones Way (formerly Walnut Lane)

During construction, local road closures and detours will be in place. Access for residents and emergency services will be maintained, and updates will be shared regularly.

Phase 2

Phase 2 is planned to include arterial streets such as Willow Street and is scheduled for 2028 and 2029. More information will be shared closer to that time.

    Thank you for your comment. The contractor will provide a detour route in their Traffic Control Plan before construction commences. The intent is to keep as much traffic as possible off the side streets. County of Brant Staff will monitor the detour route, and if speed and volume of vehicles become an issue the County of Brant would place speed humps to calm traffic.

    Thank you for your comment. No, we do not plan to detour Willow Street traffic onto Walnut Street during construction. When possible, we’ll maintain one lane for traffic on Willow Street using a flag person or temporary traffic lights. When a full closure is required, we will use a detour route using other collector streets.

    Thank you for your question. The project is planned to be released for procurement early next year, therefore a contractor has not been awarded as of yet.

How long has this been planned? is this the first notice to the public about the construction plan and if not how long has this been public knowledge?     Thank you for your question. The East Flat’s, Paris project was budgeted in 2024 for design to be completed in 2025 and construction in 2026. This is the first notice to the public, and the Open House scheduled for Monday November 24, 6:00pm to 8:00pm is the first public meeting to review the design and have questions and concerns addressed by County of Brant Staff. The proposed design has minor widening ranging from 0.5m to 1.2m in sections along Nimmo Street. There will be no sidewalk constructed on Nimmo Street as the trail connection is provided at William Street which has sidewalks.

    Thanks for your question. A portion of this project is funded by the general County-wide tax levy, and is not tied directly to a local neighborhood’s property taxes.

  • Share Your feedback form for East Flats to engage Brant does not work. Can’t ’submit’ but here’s what I said.. We have a very tiny front yard. The driveway barely fits 2 vehicles. Smith St. has no on street parking. We have already received one nasty note on a vehicle and been blocked in when we’ve had to park on Walnut St. (As home owners of Walnut feel the onstreet/curb parking in front of their homes is for their exclusive use) It was implied to us that a sidewalk would be added on Smith St. That for sure won’t work for us. We would lose the ability to park in our driveway. So would our neighbours. I don’t believe there is enough foot traffic on Smith to warrant a sidewalk but if for some reason a side walk MUST be installed, we propose making Smith St one way, one lane. The other lane can be the sidewalk. It makes sense to have the direction of the one way west to east. The sight lines to turn on to Willow off Smith are terrible. We always turn onto Walnut and then onto William to come out at the 4 way stop at Willow/William.     Thanks for your question. We will investigate the Engage Brant feedback form issue. Smith Street is proposed to be reconstructed from Willow Street to Walnut Street. The existing sidewalk will be replaced with new sidewalk. There is no plan to install new sidewalk on Smith Street from Walnut Street to Mullholland Drive.

    Thanks for your question. Many factors were reviewed during design to determine which road sections to include in the current project, including current pavement condition, sidewalk needs, watermain and sewer conditions and storm sewer needs. The underground infrastructure on Walnut Street is in good condition, and the existing roadway has several years left in its life cycle. Cycle lanes will likely be added to Willow Street in future.

    Thanks for your comments. We do intend to add/improve cycle lanes and sidewalks throughout Paris as each street is reconstructed.
