East Flats, Paris

The County of Brant is planning road reconstruction work in the East Flats neighbourhood in Paris. This multi-year project will take place in 2 phases and will replace aging underground infrastructure and improve local roads.

The work will help ensure safe, reliable water service, improve stormwater management, and extend the life of the road network in this residential area.

Phase 1

Construction timeline: Spring 2026 into late 2027

Phase 1 will include the full reconstruction of local residential streets on the east side of the Grand River (known as “The Flats”). It is important to note that no arterial roads

The work will help ensure safe, reliable water service, improve stormwater management, and extend the life of the road network in this residential area.

Phase 1

Construction timeline: Spring 2026 into late 2027

Phase 1 will include the full reconstruction of local residential streets on the east side of the Grand River (known as “The Flats”). It is important to note that no arterial roads, such as Willow Street, are included in this phase.

Work will include:Streets include:
  • Replacing aging and undersized watermains
  • Upgrading storm sewers to improve drainage
  • Rebuilding roads and sidewalks, and improving overall road conditions

  • Joseph Brant Street
  • Smith Street
  • Nimmo Street
  • Portland Street
  • Mick Jones Way (formerly Walnut Lane)

During construction, local road closures and detours will be in place. Access for residents and emergency services will be maintained, and updates will be shared regularly.

Phase 2

Phase 2 is planned to include arterial streets such as Willow Street and is scheduled for spring 2028 and 2029. More information will be shared closer to that time.

  • May 2026: Construction notice

    L82 (East) Construction Ltd. has been awarded the East Paris Flats Phase 1 Reconstruction project. The proposed works of Phase 1 will be completed in two phases (Phase 1: A and Phase 1: B) to minimize disruptions. Please see a map of the work area below. Impacts on properties are expected, including planned water shut-offs, excavation pits and limited parking. For the duration of the construction, affected properties will receive water from a temporary water supply system.

    Phase 1: A

    Includes but is not limited to:

    • Installation of new watermain and water services
    • Installation of new storm sewers
    • Surface drainage improvements
    • New concrete sidewalks
    • Replacement of aging hard surfaces

    Phase 1: B

    Includes but is not limited to:

    • Installation of new storm sewers
    • Surface drainage improvements
    • New concrete sidewalks
    • Replacement of aging hard surfaces

    When

    • Construction is expected to begin on Monday, May 25, 2026
    • Construction is expected to be completed on Friday, December 4, 2026
    • Surface asphalt is anticipated to be completed before the end of the project, weather permitting, but may be pushed to the spring of 2027

    During construction

    Intersection impacts

    During construction there will be impacts to intersections such as closures, flagging operations and delays. Residents must proceed with caution and follow any posted signage or detours.

    Road or sidewalk impacts

    All roads under construction will be closed to through traffic. Accessibility will be maintained for local traffic and emergency access only. If local traffic cannot be maintained, further notification will be provided.

    Noise/light

    The allowable working hours for this project are 7:00 am to 7:00 pm, Monday to Friday. During construction, intermittent noise and vibration may occur from vacuum trucks, excavators, dump trucks, power generators, air compressors, paving equipment, concrete equipment, and other machinery. Dust is a natural part of the construction process. The contractor will be responsible for dust control. If dust is a concern, please contact to the onsite inspector.

    Parking

    Please refrain from parking on the street within the project limits during each phase of construction. Residents are encouraged to park in their driveways or in the designated parking areas outside the work zone. If street parking within the project limits is unavoidable, please ensure the vehicle is not located within the work zone during working hours, 7:00 am to 7:00 pm.

    Access (private driveways, services or amenities)

    Access to driveways will be maintained as much as possible throughout the duration of the project. Further notification will be provided when access to driveways will be affected.

    Due to the nature of the work, municipal water will be shut off to properties for short durations. 48 hour notice will be provided prior to any water shut offs. When an emergency water shut off is required, residents may not receive advanced notice.

    Utility service lines buried close to ground surface can be damaged or cut during construction. Residents who find their utility services have been disrupted should notify their phone or internet service provider immediately for repair.

    Garbage

    Materials are to be placed curbside before 7:00 am on the regular collection day. If required, the contractor will move bins to an appropriate location and return them in reasonable amount of time. Please ensure that your bins are clearly labelled with your address.

    Right of way impacts

    During construction, any privately owned infrastructure (irrigation: sprinklers, sprinkler heads/hose, etc.), landscaping (gardens, etc.), and decorations in the right of way may be damaged. Residents are responsible to relocate, remove and/or repair personal items that are in the right of way during construction. If any of the items listed above are relocated within the right of way and become damaged during construction, it is solely the resident’s responsibly to restore and/or repair. The County is only responsible for repairing driveways and lawns (topsoil and sod).
