Background
In September 2025, the County of Brant began work on a new Community Planning Permit System (CPPS), a tool that will make the development process clearer, faster, and easier to navigate.
Between September 2025 and March 2026, the County provided several opportunities to learn about the new proposed CPPS and share feedback. The feedback gathered through the survey and open houses helped the development of the County’s CPPS and the CPP Bylaw.
On July 28, 2026, County of Brant Council approved the Official Plan Amendment (Bylaw 83-26) and the Community Planning Permit By-law (Bylaw 84-26).
What’s Next
The existing Zoning By-law and Site Plan Control Bylaw will remain in effect while the appeals proceed through the Ontario Land Tribunal (OLT) process. Accordingly, all development applications will continue to be submitted and processed under the current planning framework.
Staff will continue to work with applicants to discuss and evaluate how the CPPS may impact them as more becomes known about the appeals. That said, the CPPS remains subject to the outcome of the appeal process, and the OLT will determine how the appeals will be addressed, including timelines, procedures, and any hearing information.
The County is currently reviewing the appeal materials to participate in the OLT proceedings. Engage Brant will remain the primary source for the CPPS and appeal updates, with new information posted on the project page as it becomes available. Subscribe for CPPS project updates by adding your email to the Stay Informed box on this page and click ‘Subscribe'.
Those seeking updates directly from the OLT can visit the Ontario Land Tribunal Case Status Portal.
Please also note that although implementation of the CPPS has been delayed, the Committee of Adjustment has been dissolved, meaning Minor Variance and detailed Consent applications will be considered by Council. Basic consent applications have been delegated to staff.

The CPPS introduces a modern, made-in-Brant planning framework that brings zoning, site plan control, and minor variance functions together in a single, integrated system.
Read the Notices of Passing and Final By-laws:

- Notice and Community Planning Permit By-law (By-law 84-26)
The by-laws and notices are linked above and can be found in the documents section of this project page.
What happens next?
While Council has approved the by-laws, the CPPS is not yet in effect. The appeal period runs until 4:00 p.m. on August 17, 2026. If no appeals are filed, the CPPS is expected to come into force on August 22, 2026. If an appeal is filed, the by-law will be forwarded to the Ontario Land Tribunal and will not come into effect until the appeal is resolved.
Implementation work is already underway to prepare for the launch should the by-laws come into force as planned.
The conversation continues...
This milestone reflects more than five years of community engagement and feedback from residents, businesses, stakeholders, and Council. The framework approved by Council has been shaped by that input and represents a truly made-in-Brant approach to planning for the future.
The CPPS is intended to be a living framework that shapes how we plan and build in Brant. As community needs evolve, there will continue to be opportunities to review, refine, and improve the system. Ongoing engagement will remain an important part of ensuring the framework continues to support a modern, efficient, and community-focused approach to planning.
