Why is the County considering water and wastewater alternatives for Burford?

  • Some private wells do not meet Ontario Drinking Water Standards.
  • It is time to revitalize downtown Burford to promote a vibrant downtown core.

We are at the beginning stages of this conversation with the Burford community so please tell us what you like, what you are concerned about and what questions you have. This will help shape the overall plan.

As you may remember before the COVID-19 pandemic began, we hosted an open house to begin the discussion about water and wastewater services and improving drainage within Burford. At this meeting, we heard from residents:

  • Concerns that water and/or wastewater servicing will cost money
  • Some prefer their current systems
  • Concerns that servicing may lead to growth within the community
  • Some residents and businesses would appreciate having municipal water and/or a sewage system
  • Most residents agreed that improved drainage was important for the community

It’s really important for you to know that the County has NOT made any decisions about the outcomes or future plans. We want to work with the community to understand your needs and concerns and develop a plan together that makes sense.

The County is open to considering a number of options that will make sense for the residents and business owners in Burford. Some of the options could include:

  • Continuing with the current private water and wastewater servicing method OR
  • Providing a municipal water supply and sanitary sewage collection OR
  • A hybrid of the two previous options
  • We could also consider targeting specific areas such as the downtown for some servicing
  • We will also consider various drainage improvements

    Burford Water, Wastewater Servicing, and Drainage Master Plan continues to be under evaluation for long-term servicing alternatives.

    Residents should note that:

    • No public engagement sessions are scheduled for the 2026 calendar year as technical analysis remains the primary focus.
    • No final decisions regarding municipal water or wastewater options will be made during this period.
    • Ongoing assessments of infrastructure needs to meet the community's 2050 planning horizon continues.

    Key technical aspects under investigation include:

    • Wastewater Servicing Alternatives: The County is evaluating three primary paths:
      • continuing with private water and septic systems,
      • implementing a full municipal water and sanitary sewage collection system,
      • implementing partial municipal servicing, either water or wastewater, OR
      • a hybrid "targeted" approach (e.g., servicing only the downtown core and any proposed new development).
    • Private System Constraints: Background data reveals that some properties in Burford do not meet the minimum lot size required for modern conventional septic replacements. Many existing systems have already exceeded their expected life span.
    • Water Supply Studies: Investigations are assessing nitrate concentrations in private wells, as some samples do not meet provincial water quality objectives. Technical teams are also exploring the Airport water supply system as a potential municipal source.
    • Drainage and Road Alignment: The study is assessing stormwater management within Burford to address existing drainage concerns while planning for proposed development ensuring that new or upgraded storm sewers are installed efficiently alongside road upgrades.

    A new document has been added to the right side menu under "Documents" titled "Burford Water and Wastewater Project Update - May 2023(External link)". This update was mailed to all Burford residents and provides results from the survey, information about growth, provincial direction and next steps. The next public meeting will be planned for Fall 2023.
