What is the Paris Grand Estates Residential Development?
The Paris Grand Estates is a large, master-planned residential development located in Paris, Ontario (off Paris Links Rd). Following appeals to the Ontario Land Tribunal, the project was approved to build over 700 homes - including single-detached, townhomes, and mixed-density units - on a former golf course.
The Ontario Land Tribunal is allowing the development to proceed in three (3) phases.
What is the Ontario Land Tribunal?
The Ontario Land Tribunal (OLT) hears and adjudicates matters related to land use planning, environmental and natural features, heritage protection, land valuation, land compensation, municipal finance, and related matters.
What is the planning process for Bendemere Rd?
When the new residential development was approved, the Ontario Land Tribunal made final decisions about the number of units, proposed roads and timing of any external road works which in this case, involves changes to Bendemere Rd and Paris Links Rd.
Phase 1A and 1B (underway) were permitted by the Ontario Land Tribunal to proceed without the need for these eternal road works.
The Ontario Land Tribunal approved:
After Phase 1B, the Ontario Land Tribunal stated that “development will require off-site road network improvements as determined by the Grand River Street North Environmental Assessment Study, which may include the easterly extension of Silver Street.” The Developer is working on their next Phase and associated road items with the County, consistent with that approval. As information is confirmed, it will be shared.
Can you explain the work the Developer just completed (spring 2026) regarding the sidewalk connection through to Bendemere Rd?
The work included a new curb and sidewalk at the east end of Paris Links Road. The work was done by the Developer as an interim condition until the dead end/cul-de-sac is in place and Bendemere Road is constructed.
What are the future plans for the intersection at Silver St (traffic signals or roundabout)?
The Environmental Assessment indicated that information would come back to Council for a decision in the future to determine the plan (traffic signals or convert to a roundabout).
Is there a mid-block crossing to be installed between Trillium Way and Scott Ave?
At this time, there is no plan for a mid-block crossing between Trillium Way and Scott Ave.
Can you describe the future Paris Links Road cul-du-sac including the location?
As part of the residential growth strategy linked to the Bendemere Road infrastructure upgrades and Paris Grand Estates development, a permanent cul-de-sac is being established where the old configuration of Paris Links Road terminates near the new alignment (this is located near the stormwater management pond not at the entrance/exit of Grand River St N). This is designed to preserve local driveway access for pre-existing properties while safely directing all heavy neighborhood traffic onto the newly engineered Bendemere Road / Paris Links Road loop that connects systematically back to the main arterial intersections. *An image will be provided once available.
