    What is the purpose of this allocation policy?

    The policy outlines how the limited servicing capacity will be distributed among different types of developments. It ensures that growth happens in a sustainable, cost-effective, and well-planned manner.

    How is capacity being allocated?

    The available 3,900 m³/day wastewater capacity is proposed to be allocated as follows:

    • 625 m³/day – Existing community
    • 2,500 m³/day – Landowners Group (developers contributing financially to infrastructure upgrades)
    • 363 m³/day – Infill developments
    • 412 m³/day – Higher-density or unanticipated developments

    Who is the Landowners Group?

    The Landowners Group includes developers like Losani, Empire, Riverview, Pinevest, and Stremma. They’ve entered into an agreement with the County to help fund the infrastructure upgrades in exchange for a portion of the servicing capacity.

    Will this policy affect new developments or housing supply?

    Yes. Developments can only move forward if there is available capacity. This policy helps prioritize which developments can proceed, supporting infill and higher-density growth while also accommodating larger projects that contribute to infrastructure costs.

    How does this policy affect residents and existing neighbourhoods?

    The policy reserves capacity for the existing community and infill development, which supports housing options within already-serviced areas and avoids unnecessary urban sprawl.

    Can developers outside the Landowners Group still access capacity?

    Yes, but access is not guaranteed. These developments will be considered on a first-come, first-served basis and must meet all planning and servicing requirements before they can proceed.

    What happens if the system reaches maximum capacity?

    If 90% of the system capacity is used, the County will review and possibly revise the policy. No new developments will be approved beyond the system’s limit unless new capacity is added.

    How will the County ensure transparency?

    The County’s Development Tracking Tool is updated at least twice a year and will be shared publicly. This tool tracks how much capacity is used and what remains.
