Mile Hill Road in Paris is being proposed for conversion to a one-way southbound road.

Changes being considered:

  • The conversion of Mile Hill Road into a one-way southbound travel lane for vehicular travel
  • New multi-use path on the west side of the road between Hillside Avenue/Washington Street/Old Mill Street and Powerline Road
  • New rumble strips, pavement markings and signage to support the new painted multi-use path.

The reasons for these changes include:

  • Improve safety for vulnerable road users i.e., pedestrians and cyclists
  • Increase awareness for road users through improved line markings and signage
  • Increase active transportation accessibility to nearby destinations

    Thank you for your question, this is the answer staff can provide at the time.

    The route was initially developed 'in theory'  in a draft in late 2017.  A presentation to the Tourism Advisory Committee took place in spring of 2018, where it initially came forward and was subsequently submitted to Council (and approved) with recommendation that staff be directed to work with the project coordinators to develop and finalize the route and corresponding signage.

    The route was developed and finalized by a stakeholder group that included RTO3, Brant Cycling Club, in consultation with appropriate City and County staff. That took place in late 2019 thru the pandemic with final route approval received in late 2021. Traffic studies and vehicular volumes at the time did not predict the current use of Mile Hill Road to increase at the current rate.

    Rest Acres Rd was designed to accommodate future increase in volume of traffic and still has a lot of room for growth.

    The proposal isn’t to close a road entirely to traffic but to accommodate both pedestrian and vehicle traffic in a safe manner through dedicated lanes.

    There is a pathway provided on Powerline Road that connects with Rest Aces Road accessing all amenities in the area.

    The addition of lights at the top and bottom of the hill is not a viable option as there is risk to residents on Mile Hill, unsure of direction of travel while leaving their residence’s. This would also create very long wait times as Mile Hill Road would be Red in both directions for a considerable amount of time to allow traffic to clear.

Why can we keep it 2 ways and add lights to to top and bottom ? What is the plan for emergency response to Race,Ball, and Washington Street area? the OPP will not be able to come down Mile hill. This will add a few kilometers to their response times. Possibly resulting in a lost of life due to slower response times. I read people in the Hillside/Race St area want this to happen cause of speeder on Mile Hill. I live in that area and none of my neighbors or myself have asked for this or are happy about this. How does this stop speeders? Stopping speeders by making it one lane will only allow people to speed more. Don't you think knowing no one is coming down will allow for more risky driving.     The removal of a lane will help in lowering the volume of vehicles and cut through traffic in the area.

    The addition of a multi use path and added features will aid in the reduction of speed and give pedestrians a designated safe area to walk or cycle.

    The addition of lights at the top and bottom of the hill is not a viable option as there is risk to residents on Mile Hill, unsure of direction of travel while leaving their residence’s. This would also create very long wait times as Mile Hill Road would be Red in both directions for a considerable amount of time to allow traffic to clear.

    Police response is dispatched to the closest vehicle unit in the area and not sent from the police station itself, as there are always officers out on patrol it should not affect their response times.

    OPP have confirmed that in the past 5 years there have been 7 accidents reported on Mile Hill Road and 3 more at the intersection of Mile Hill Road and Powerline Road.

    The reduction in traffic volume and providing a dedicated space for pedestrians reduces the likelihood of conflicts.

    A safety blitz would be difficult to complete on Mile Hill Road as it is a narrow road and there are not many safe places to perform Speed Enforcement by the OPP.

    Yes, traffic speed and volumes studies were completed on Mile Hill Road both in 2019 and 2022 for comparative data. This was conducted by inconspicuous hardware with radar technology so its very accurate and unbiased. 

    Pedestrian counts were not conducted throughout different seasons. Future studies will be completed to determine usage for cyclist and pedestrians to gain more insight to seasonal usage.

    Dundas Street as well as King Edward Street and Rest Acres Road have all been designed to accommodate larger volumes of traffic.

    If significant delays occur signal timings can be addressed at that time fairly quickly.

    The public meeting as well as the Engage Brant online page was set up to receive local resident feedback about the proposal.

    No final decision has been made regarding the proposal as the County was seeking Public input.

    Washington Street as well as other streets in the area have been scheduled for infrastructure upgrades in the next few years subject to budget approval.

    Traffic calming on steep grades (hills) greater than 6% bring many challenges and speed humps cannot be used in these situations. Staff will continue to investigate traffic calming alternatives for Mile Hill Road.

    The multi-use path is designed for recreation and exercise but also to aid residents who don’t drive allowing access to local amenities. This is a shared path and cyclist must obey the “rules of the road” 

    There will still be easy access to Highway 403 and 24 as it’s in close proximity to the south end of Paris.

    Thank you for your question about the Mile Hill Road Proposal

    Below is the answer staff can provide at this time.

    Some county staff live in the Paris area and use Mile Hill Road frequently.

    The comparative studies conducted determined that Mile Hill Road traffic volume has increased substantially since 2019 and with further development happening those numbers will only increase.

    Furthermore the captured speeds in this area are far beyond that of which was determined to be safe for the design.

    Traffic calming on grades (hills) greater than 6% is a challenge but staff continue to look for new innovative ways to accomplish this.
