Construction Notice:
The final stage is underway and work will include finishing the sidewalk, surface asphalt and final restorations. New street lighting will also be added.

On September 17 2021 from 4:00 pm - 6:00 pm, a public meeting was held for local residents. The meeting was held outdoors and onsite just south of 36 Cedar Street in Paris. The meeting provided residents an opportunity to ask questions and highlight any concerns associated with their property. Representative from the County of Brant, Pinevest Homes Inc., WalterFedy (consultant) and Network Sewer and Watermain were in attendance.

Stormwater Management
Cedar Street does not have a storm sewer network to handle a 5-year storm event, or overland flow routes to manage a more significant storm event. Currently, stormwater runoff ponds and generally creates a south drainage area and north drainage area. Ponded water eventually infiltrates into the ground.
The objective of this study will be to identify the most preferred alternative that is technically sound, cost-effective, socially acceptable and environmentally responsible.
For the south and north drainage areas, we are exploring 4 options:
- Do Nothing
- Create stormwater management and drainage improvements within the Cedar Street Road Corridor including:
- Storm Sewers
- Controlled Ponding
- Low Impact Development features that allow some water to infiltrate into the ground
- Create stormwater management and drainage improvements outside the Cedar Street Road Corridor including:
- Storm sewers
- Creating a dry pond and/or wet pond
- Low Impact Development (LID) features such as… that allow some water to infiltrate into the ground
- A combination of option #2 and #3.
For the south drainage option, we prefer option #2.
- We would create storm sewers and connect them to the existing storm sewer at Laurie Ann Lane in Paris.
- We would also create a swale on the north side of Cedar Street for temporary controlled ponding during storm events.
- Finally, we would include Low Impact Development features including an “infiltration gallery under swale” that will allow some water to infiltrate into the ground while it is temporarily ponded.
For the north drainage option, we prefer option # 4 which is a combination of option #2 and #3. This includes:
- Adding storm sewers on Cedar Street and through the Cedarview Church property connecting to sewers on Rest Acres Road.
- Adding ponding areas on the Cedarview Church property to temporarily hold excess stormwater runoff during storm events and,
- Incorporating low impact development features that allow some water to infiltrate into the ground in the ponding areas and along the sewer.
Other Improvements Needed
In addition to the storm water management plan, there are other improvements we would like to make to Cedar Street in Paris.
While the Class Environmental Assessment is only related to the stormwater management on Cedar Street, the project also includes the following aspects:
- Road Improvements
- Water and Sanitary Servicing and
- Improvement for cyclists and pedestrians
These are all considered pre-approved projects that can proceed to construction. However, we would like your input.
We recommend the following improvements to Cedar Street:
- We recommend widening the road to accommodate two vehicles side-by-side and also allow for pedestrians and cyclists to share the road with motorists.
- Currently, sanitary servicing is not available to all properties on Cedar Street. This project will extend a sanitary service to any unserviced properties.
- The watermain currently exists throughout Cedar Street, but several properties do not have a water service. A water service will be extended to any unserviced properties as a part of this project.
- New connections to the water or sewer system will be subject to connection charges following the County of Brant Fees & Charges By-Law 07-19. To connect your home to a new water or sanitary service, owners will need to submit a completed Public Works Permit application, available at the County of Brant website, www.brant.ca.
We would like to make these improvements to Cedar Street while taking into consideration:
- The location of the existing utilities
- Accessibility
- Traffic calming measures
- Pedestrians and Cyclists and
- Street lighting

- Will the dry pond be the one at 23 Cedar that is already existing? Can it maintain a large degree of water if so?

Thanks for your comments, Cherish. The proposed road improvements include only a slight increase to the impervious paved roadway. The recommended approach for stormwater is to install storm sewers to two different outlet locations (north and south) and construct temporary ponding areas that will also allow some infiltration. Homeowners will not need to maintain any of this new infrastructure. Some properties on Cedar Street do have some infiltration basins, which does help reduce the peak stormwater runoff to downstream sewers and watercourses. - M. Maxwell, Project Manager

Thanks for your feedback, Dave. We will be using LED lighting on the existing hydro poles to illuminate the street and the new sidewalk. Sod will be used to restore disturbed lawns. The County’s contractor will be responsible to water the new sod until it catches. - M. Maxwell, Project Manager
The flooding issue has become more of a issue as more and more development has been permitted along Cedar St. Therefor, I agree with the proposed stormwater management recommendations. The rollup curbs and placement of the side walk on the west side of Cedar seem to make sense. Hopefully the lighting will be eco friendly and not too 'bright'. One area that needs improved lighting is at the corner of Cedar and King. I suggest that the community mail box remain at its current location. I have been told that affected grass areas will have sod placed. The sod will need watering. With the anticipated changes to water rates can the residents have an exception to their water bill? The Cedar St. area has been under construction for several years, so I'm hoping that you can complete this project in the shortest amount of time. Thanks. Dave C
What I couldn't see in this document is the current catchment area for drainage. I would be curious to see the current catchment drainage and the amount of impervious surfacing/inputs of stormwater present. Regrettably, many private property owners will fill in property drainage and alter grades, so I would favour a design that looks to keep the drainage features on municipal lands and not to convey water via sewers which is just more infrastructure to maintain and more money - water should be encouraged to infiltrate where it lands via soakaway pits or infiltration trenches. Private property owners should be encouraged to adopt stormwater LID practices - in other municipalities, cost-share incentives are present to encourage adoption of these practices.
Listened in to the viral presentation and appreciate the details of the consideration already given to this long awaited project. Agree and understand the proposed changes and upgrades. I would like some consideration to be given to the intersection of Cedar .St. at Laurie Ann Lane at the South end at the Cemetery. The Stop sign on LAL for right turn onto Cedar St. is somewhat effected for rolling stops. However, cars coming from Cedar St. turning left onto LAL heading to Rest Acres come around that corner without any consideration for the residents on LAL. On two occasions now, backing out of my drive ( #19 which is 2 from the end of LAL) and having checked for any cars at that corner, by the time I get into the road, there is a car flying around the corner . It is a blind spot for the first 3 houses on each side of this end of LAL. At this time, traffic volume is relatively low but as the restrictions of the Covid are lessened, and the future development of the Cedar area go forward, this is going to be a major route to Rest Acres Rd. Developing the habit of a stop to turn onto LAL from Cedar st. Should be Implemented to establish the habit of stopping before there is more traffic using this route to Rest Acres Rd. Would appreciate your consideration to this concern for traffic calming for LAL residents....thank you...Linn Cumin
